poor people live.They spent a couple of days and nights on the farm of
what would be considered a very poor family.

On their return from their trip, the father asked his son, "How was the
trip?"
"It was great, Dad."
"Did you see how poor people live?" the father asked.
"Oh yeah," said the son.
"So, tell me, what did you learn from the trip?" asked the father.
The son answered:
"I saw that we have one dog and they had four. We have a pool that
reaches to the middle of our garden and they have a
creek that has no end.We have imported lanterns in our garden and they

He's doing a commercial, parlaying his fifteen minutes of movie stardom. She's just graduated from college, recently married, and tagged along with her husband, a photographer on assignment. He's married with children, but he's never home. She's supporting her husband, but has no idea what she wants to do with her own life. Both are searching for the meaning of their lives, looking at the situation from different points of view. A person's lifetime is filled with self examination. Why am I here? What am I doing? Is this as good as it gets? The plot of this movie is the plot of life. You have a beginning. You're in the middle, and your story hasn't ended yet (in some cases, it won't end even after your death). Bob and Charlotte find each other fulfilling certain needs. Charlotte needs Bob's attention and humor, and Bob needs someone he can talk to (Bob "talks" with his wife, but they are not really talking). Bob helps Charlotte by answering her questions regarding life and direction, while Charlotte helps Bob by reminding him how much he loves his children and his wife. The love between the two characters is not one of lust but rather one of emotional and psychological need. Plotless, pointless, and boring? Only if you want all your stories packaged nicely with pretty paper and pretty ribbons. To me, the movie is like the shabu shabu sushi restaurant. What you get out of it depends on how much you put into it. The meaning of our lives, the purpose, the dreams (both dashed and realized), and the expectations forced upon us by others. "Translation" means to explain in simple terms. How do you "translate" what life is? What is it supposed to be about? Different answers for different people at different times in their lives. "Lost In Translation" indeed and it has nothing to do with pronouncing hard

When he is resting in the locker room Payton shows up and tells him she missed him and her aunt decides she should stay with Joe. Joe returns to the game and they win. this is not everything but it is a pretty detailed review correct any mistakes

Early life

Cassatt was born in Allegheny City, Pennsylvania, which is now part of Pittsburgh. She was born into favorable circumstances: her father, Robert Simpson Cassat (later Cassatt), was a successful stockbroker and land speculator, and her mother, Katherine Kelso Johnston, came from a banking family. The ancestral name had been Cossart.^[1] Cassatt was a distant cousin of artist Robert Henri.^[2] Cassatt was one of seven children, of which two died in infancy. Her family moved eastward, first to Lancaster, Pennsylvania, then to the Philadelphia area, where she began schooling at age six.

Cassatt grew up in an environment that viewed travel as integral to education; she spent 5 years in Europe and visited many of the capitals, including London, Paris, and Berlin. While abroad she learned German and French and had her first lessons in drawing and music.^[3] Her first exposure to French artists Ingres, Delacroix, Corot, and Courbet was likely at the Paris World’s Fair of 1855. Also exhibited at the exhibition were Degas and Pissarro, both of whom would be her future colleagues and mentors.^[4]

Even though her family objected to her becoming a professional artist, Cassatt began studying painting at the Pennsylvania Academy of the Fine Arts in Philadelphia, Pennsylvania, at the early age of fifteen.^[5] Part of her parents' concern may have been Cassatt’s exposure to feminist ideas and the bohemian behavior of some of the male students. Although about 20% of the students were female, most viewed art as a socially valuable skill; few of them were determined, as Cassatt was, to make art their career.^[6] She continued her studies during the years of the American Civil War. Among her fellow students was Thomas Eakins, later the controversial director of the Academy.

Impatient with the slow pace of instruction and the patronizing attitude of the male students and teachers, she decided to study the old masters on her own. She later said, “There was no teaching” at the Academy. Female students could not use live models (until somewhat later) and the principal training was primarily drawing from casts.^[7]

Cassatt decided to end her studies (at that time, no degree was granted). After overcoming her father’s objections she moved to Paris in 1866, with her mother and family friends acting as chaperones.^[8] Since women could not yet attend the École des Beaux-Arts, she applied to study privately with masters from the school^[9] and was accepted to study with Jean-Léon Gérôme, a highly regarded teacher known for his hyper-realistic technique and his depiction of exotic subjects. A few months later Gérôme would also accept Eakins as a student.^[9] Cassatt augmented her artistic training with daily copying in the Louvre (she obtained the required permit, which was necessary to control the “copyists”, usually low-paid women, who daily filled the museum to paint copies for sale). The museum also served as a social meeting place for Frenchmen and American female students, who like Cassatt, were not allowed to attend cafes where the avant-garde socialized. In this manner, fellow artist and friend Elizabeth Jane Gardner met and married famed academic painter William-Adolphe Bouguereau.^[10]

Toward the end of 1866, she joined a painting class taught by Charles Chaplin, a noted genre artist. In 1868, Cassatt also studied with artist Thomas Couture, whose subjects were mostly romantic and urban.^[11] On trips to the countryside, the students drew from life, particularly the peasants going about their daily activities. In 1868 one of her paintings, A Mandoline Player, was accepted for the first time by the selection jury for the Paris Salon. This work is in the Romantic style of Corot and Couture,^[12] and is one of only two paintings from the first decade of her career that can be documented today.^[13] The French art scene was in a process of change, as radical artists such as Courbet and Manet tried to break away from accepted Academic tradition and the Impressionists were in their formative years. Cassatt’s friend Eliza Haldeman wrote home that artists “are leaving the Academy style and each seeking a new way, consequently just now everything is Chaos”.^[10] Cassatt, on the other hand, would continue to work in the traditional manner, submitting works to the Salon for over ten years, with increasing frustration.

Returning to the United States in the late summer of 1870—as the Franco-Prussian War was starting—Cassatt lived with her family in Altoona. Her father continued to resist her chosen vocation, and paid for her basic needs, but not her art supplies.^[14] She placed two of her paintings in a New York gallery and found many admirers but no purchasers. She was also dismayed at the lack of paintings to study while staying at her summer residence. Cassatt even considered giving up art, as she was determined to make an independent living. She wrote in a letter of July, 1871, "I have given up my studio & torn up my father's portrait, & have not touched a brush for six weeks nor ever will again until I see some prospect of getting back to Europe. I am very anxious to go out west next fall & get some employment, but I have not yet decided where."^[15] She traveled to Chicago to try her luck but lost some of her early paintings in the Great Chicago Fire of 1871.^[16] Shortly afterward, her work attracted the attention of the Archbishop of Pittsburgh, who commissioned her to paint two copies of paintings by Correggio in Parma, Italy, advancing her enough money to cover her travel expenses and part of her stay. In her excitement she wrote, “O how wild I am to get to work, my fingers farely itch & my eyes water to see a fine picture again”.^[17] With Emily Sartain, a fellow artist from a well-regarded artistic family from Philadelphia, Cassatt set out for Europe again.

Impressionism

Within months of her return to Europe in the autumn of 1871, Cassatt’s prospects had brightened. Her painting Two Women Throwing Flowers During Carnival was well received in the Salon of 1872, and was purchased. She attracted much favorable notice in Parma and was supported and encouraged by the art community there: “All Parma is talking of Miss Cassatt and her picture, and everyone is anxious to know her”.^[18]

After completing her commission for the archbishop, Cassatt traveled to Madrid and Seville, where she painted a group of paintings of Spanish subjects, including Spanish Dancer Wearing a Lace Mantilla (1873, in the National Museum of American Art, Smithsonian Institution). In 1874, she made the decision to take up residence in France. She was joined by her sister Lydia who shared an apartment with her. Cassatt continued to express criticism of the politics of the Salon and the conventional taste that prevailed there. She was blunt in her comments, as reported by Sartain, who wrote: “she is entirely too slashing, snubs all modern art, disdains the Salon pictures of Cabanel, Bonnat, all the names we are used to revere”.^[19] Cassatt saw that works by female artists were often dismissed with contempt unless the artist had a friend or protector on the jury, and she would not flirt with jurors to curry favor.^[20] Her cynicism grew when one of the two pictures she submitted in 1875 was refused by the jury, only to be accepted the following year after she darkened the background. She had quarrels with Sartain, who thought Cassatt too outspoken and self-centered, and eventually they parted. Out of her distress and self-criticism, Cassatt decided that she needed to move away from genre paintings and onto more fashionable subjects, in order to attract portrait commissions from American socialites abroad, but that attempt bore little fruit at first.^[21]

In 1877, both her entries were rejected, and for the first time in seven years she had no works in the Salon.^[22] At this low point in her career she was invited by Edgar Degas to show her works with the Impressionists, a group that had begun their own series of independent exhibitions in 1874 with much attendant notoriety. The Impressionists (also known as the “Independents” or “Intransigents”) had no formal manifesto and varied considerably in subject matter and technique. They tended to prefer open air painting and the application of vibrant color in separate strokes with little pre-mixing, which allows the eye to merge the results in an “impressionistic” manner. The Impressionists had been receiving the wrath of the critics for several years. Henry Bacon, a friend of the Cassatts, thought that the Impressionists were so radical that they were “afflicted with some hitherto unknown disease of the eye”.^[23] They already had one female member, artist Berthe Morisot, who became Cassatt’s friend and colleague.

Cassatt admired Degas, whose pastels had made a powerful impression on her when she encountered them in an art dealer's window in 1875. "I used to go and flatten my nose against that window and absorb all I could of his art," she later recalled. "It changed my life. I saw art then as I wanted to see it."^[24] She accepted Degas' invitation with enthusiasm, and began preparing paintings for the next Impressionist show, planned for 1878, which (after a postponement because of the World’s Fair) took place on April 10, 1879. She felt comfortable with the Impressionists and joined their cause enthusiastically, declaring: “we are carrying on a despairing fight & need all our forces”.^[25] Unable to attend cafes with them without attracting unfavorable attention, she met with them privately and at exhibitions. She now hoped for commercial success selling paintings to the sophisticated Parisians who preferred the avant-garde. Her style had gained a new spontaneity during the intervening two years. Previously a studio-bound artist, she had adopted the practice of carrying a sketchbook with her while out-of-doors or at the theater, and recording the scenes she saw.^[26]

In 1877, Cassatt was joined in Paris by her father and mother, who returned with her sister Lydia. Mary valued their companionship, as neither she nor Lydia had married. Mary had decided early in life that marriage would be incompatible with her career. Lydia, who was frequently painted by her sister, suffered from recurrent bouts of illness, and her death in 1882 left Cassatt temporarily unable to work.^[27]

Cassatt’s father insisted that her studio and supplies be covered by her sales, which were still meager. Afraid of having to paint “potboilers” to make ends meet, Cassatt applied herself to produce some quality paintings for the next Impressionist exhibition. Three of her most accomplished works from 1878 were Portrait of the Artist (self-portrait), Little Girl in a Blue Armchair, and Reading Le Figaro (portrait of her mother).

Degas had considerable influence on Cassatt. She became extremely proficient in the use of pastels, eventually creating many of her most important works in this medium. Degas also introduced her to etching, of which he was a recognized master. The two worked side-by-side for awhile, and her draftsmanship gained considerable strength under his tutelage. He depicted her in a series of etchings recording their trips to the Louvre. She had strong feelings for him but learned not to expect too much from his fickle and temperamental nature. The sophisticated and well-dressed Degas, then forty-five, was a welcome dinner guest at the Cassatt residence.^[28]

The Impressionist exhibit of 1879 was the most successful to date, despite the absence of Renoir, Sisley, Manet and Cézanne, who were attempting once again to gain recognition at the Salon. Through the efforts of Gustave Caillebotte, who organized and underwrote the show, the group made a profit and sold many works, although the criticism continued as harsh as ever. The Revue des Deux Mondes wrote, “M. Degas and Mlle. Cassatt are, nevertheless, the only artists who distinguish themselves…and who offer some attraction and some excuse in the pretentious show of window dressing and infantile daubing”.^[29]

Cassatt displayed eleven works, including La Loge. Although critics claimed that Cassatt’s colors were too bright and that her portraits were too accurate to be flattering to the subjects, her work was not savaged as was Monet's, whose circumstances were the most desperate of all the Impressionists at that time. She used her share of the profits to purchase a work by Degas and one by Monet.^[30] She exhibited in the Impressionist Exhibitions that followed in 1880 and 1881, and she remained an active member of the Impressionist circle until 1886. In 1886, Cassatt provided two paintings for the first Impressionist exhibition in the United States, organized by art dealer Paul Durand-Ruel. Her friend Louisine Elder married Harry Havemeyer in 1883, and with Cassatt as advisor, the couple began collecting the Impressionists on a grand scale. Much of their vast collection is now in the Metropolitan Museum of Art in New York City.^[31] She also made several portraits of family members during that period, of which Portrait of Alexander Cassatt and His Son Robert Kelso (1885) is one of her best regarded. Cassatt’s style then evolved, and she moved away from Impressionism to a simpler, more straightforward approach. She began to exhibit her works in New York galleries as well. After 1886, Cassatt no longer identified herself with any art movement and experimented with a variety of techniques.

Cassatt's popular reputation is based on an extensive series of rigorously drawn, tenderly observed, yet largely unsentimental paintings and prints on the theme of the mother and child. The earliest dated work on this subject is the drypoint Gardner Held by His Mother (an impression inscribed "Jan/88" is in the New York Public Library),^[32] although she had painted a few earlier works on the theme. Some of these works depict her own relatives, friends, or clients, although in her later years she generally used professional models in compositions that are often reminiscent of Italian Renaissance depictions of the Madonna and Child. After 1900, she concentrated almost exclusively on mother-and-child subjects.^[33]

In 1891, she exhibited a series of highly original colored drypoint and aquatint prints, including Woman Bathing and The Coiffure, inspired by the Japanese masters shown in Paris the year before. (See Japonism) Cassatt was attracted to the simplicity and clarity of Japanese design, and the skillful use of blocks of color. In her intrepretation, she used primarily light, delicate pastel colors and avoided black (a “forbidden” color among the Impressionists). A. Breeskin, of the Smithsonian Institution, notes that these colored prints, “now stand as her most original contribution… adding a new chapter to the history of graphic arts…technically, as color prints, they have never been surpassed”.^[34]

The 1890s were Cassatt's busiest and most creative time. She had matured considerably and became more diplomatic and less blunt in her opinions. She also became a role model for young American artists who sought her advice. Among them was Lucy A. Bacon, whom Cassatt introduced to Camille Pissarro. Though the Impressionist group disbanded, Cassatt still had contact with some of the members, including Renoir, Monet, and Pissarro.^[35] As the new century arrived, she served as an advisor to several major art collectors and stipulated that they eventually donate their purchases to American art museums. Although instrumental in advising the American collectors, recognition of her art came more slowly in the United States. Even among her family members back in America, she received little recognition and was totally overshadowed by her famous brother.^[36]

Mary Cassatt's brother, Alexander Cassatt, (president of the Pennsylvania Railroad from 1899 until his death) died in 1906. She was shaken, as they had been close, but she continued to be very productive in the years leading up to 1910.^[37] An increasing sentimentality is apparent in her work of the 1900s; her work was popular with the public and the critics, but she was no longer breaking new ground, and her Impressionist colleagues who once provided stimulation and criticism were dying off. She was hostile to such new developments in art as post-Impressionism, Fauvism and Cubism.^[38]

A trip to Egypt in 1910 impressed Cassatt with the beauty of its ancient art, but was followed by a crisis of creativity; not only had the trip exhausted her, but she declared herself "crushed by the strength of this Art", saying, "I fought against it but it conquered, it is surely the greatest Art the past has left us ... how are my feeble hands to ever paint the effect on me."^[39] Diagnosed with diabetes, rheumatism, neuralgia, and cataracts in 1911, she did not slow down, but after 1914 she was forced to stop painting as she became almost blind. Nonetheless, she took up the cause of women's suffrage, and in 1915, she showed eighteen works in an exhibition supporting the movement.

In recognition of her contributions to the arts, France awarded her the Légion d'honneur in 1904.

She died on June 14, 1926 at Château de Beaufresne, near Paris, and was buried in the family vault at Mesnil-Théribus, France.

As of 2005, her paintings have sold for as much as $2.87 million.

Stonehenge

The megalithic ruin known as Stonehenge stands on the open downland of Salisbury Plain two miles (three kilometres) west of the town of Amesbury, Wiltshire, in Southern England. It is not a single structure but consists of a series of earth, timber, and stone structures that were revised and re-modelled over a period of more than 1400 years. In the 1940s and 1950s, Richard Atkinson Archaeological Report (10) published by English Heritage. proposed that construction occurred in three phases, which he labelled Stonehenge I, II, IIIa, IIIb, and IIIc. This sequence has recently been revised in

Phase I (2950-2900 BCE)

The earliest portion of the complex dates to approximately 2950-2900 BCE (Middle Neolithic). It is comprised a circular bank, ditch, and counterscarp bank of about 330 feet (100 metres) in diameter. Just inside the earth bank is a circle of the 56 Aubrey holes that held wooden posts.

Phase II (c. 2900-2400 BCE)
After 2900 BCE and for approximately the next 500 years (until 2400 BCE), post holes indicate timber settings in the centre of the monument and at the north-eastern entrance. The Aubrey Holes no longer held posts but were partially filled, some with cremation deposits added to the fill. The numerous post holes indicate timber structures but no clear patterns or configurations are discernible that would suggest their shape, form, or function.

Phase III (c. 2550-1600 BCE)

The Sarsen Circle and the Trilithon Horseshoe

During Phase III the monument underwent a complicated sequence of settings of large stones. The first stone setting comprised a series of Bluestones placed in what are known as the Q and R Holes (sub-phase 3i). These were subsequently dismantled and a circle of Sarsens and a horseshoe-shaped arrangement of Trilithons erected (sub-phase 3ii).

The Sarsen Circle, about 108 feet (33 metres) in diameter, was originally comprised of 30 neatly trimmed upright sandstone blocks of which only 17 are now standing. The stones are evenly spaced approximately 1.0 to 1.4 metres apart, and stand on average 13 feet (4 metres) above the ground. They are about 6.5 feet (2 metres) wide and 3 feet (1 metre) thick and taper towards the top. They originally supported sarsen lintels forming a continuous circle around the top. Each lintel block has been shaped to the curve of the circle. The average length of the rectangular lintels is 3.2 metres (10' 6"). The lintels were fitted end-to end using tongue-and-groove joints, and fitted on top of the standing sarsen with mortice and tenon joints. The Sarsen Circle with its lintels is perhaps the most remarkable feature of Stonehenge in terms of design, precision stonework, and engineering.

Sarsen stones are hard-grained sandstone with a silaceous cement. They were probably brought to the site from the Marlborough Downs, about 30 kilometres to the north of Stonehenge.

The Trilithons are ten upright stones arranged as five freestanding pairs each with a single horizontal lintel. They were erected within the Sarsen Circle in the form of a horseshoe with the open side facing north-east towards the main entrance of the monument. They were arranged symmetrically and graded in height; the tallest is in the central position. Only three of the five Trilithons are now complete with their lintels. The other two both have only one standing stone with the second stone and lintel lying on the ground.

Bluestones may have been added next (sub-phase 3iii) but were subsequently removed.

In sub-phase 3iv, a Bluestone Oval added within Trilithon Horseshoe and a Bluestone CircleTrilithon Horseshoe but inside the Sarsen Circle. added outside the Trilithon Horseshoe but inside the Sarsen Circle.

The term "Bluestone" refers to various types of mostly igneous rocks including dolerites, rhyolites, and volcanic ash. It also includes some sandstones. The Bluestones at Stonehenge are believed to have originated from various outcrops in the Preseli Hills in Pembrokeshire in Wales. How they were transported to the site at Stonehenge has been the subject of much speculation.

In sub-phase 3v, an arc of stone was removed from the Bluestone Oval to form a Bluestone Horseshoe.

The Y and Z Holes

In the final sub-phase (3vi), two circles, one inside the other, known as the Y and Z Holes were dug for the placement of stones but were never filled.

Probably also dating to Phase III are the four Station Stones (only two of which survive, and one of them has fallen). These sarsen stones stood just inside the Bank on more or less the same line as the Aubrey Holes. Two of the Station Stones were surrounded by circular ditches 10 to 12 metres in diameter. These have caused the area enclosed by the ditch to appear mound-like and have lead to the erroneous identification of each mound as a burial barrow.

Assigned to Phase III are also Stoneholes D and E and the recumbent sarsen known as the Slaughter Stone located on the north-east side in a break in the bank-and-ditch in what is regarded as the main entrance of the monument.

At this time was also laid out an earthwork known as the Avenue that extends north-east from the break in the bank-and-ditch.

Located further along the Avenue , and most likely dating to this period, is the so-called Heel Stone (Stone 96). The sarsen Heel Stone is approximately 16 feet high (4.88 metres), with another 4 feet (1.22 metres) buried below ground. The Heel Stone is surrounded by a circular ditch of approximately the same dimensions as the ditch surrounding each of the two Station Stones. The stone now leans out of vertical but most likely once stood upright. Originally, the Heel Stone may have been paired with another stone now missing (Stonehole 97).

Finally, mention should be made of the so-called Altar Stone, a large dressed block of sandstone that lies embedded in the ground within the Trilithon Horseshoe and "in front of" of the central and largest Trilithon pair. Two fallen stones now lie across it. The stone is believed to be Cosheston Beds Sandstone from south Wales, and is the only example of this type of stone at Stonehenge. It is 16 feet long (4.9 metres), 3 feet 6 inches wide (1 metre), and 1 foot 9 inches thick (0.5 metres).

The two-hour set was shot using 18 cameras and was edited by Iron Maiden bassist and founding member Steve Harris. The two disc DVD contains the concert on disc one, and interviews, photo gallery, etc., on disc two. The stage production is, in the tradition of metal super group Iron Maiden, massive. The back of the DVD exclaims that this is “Maiden at its best, performing before their biggest show ever on the final date of their Brave New World Tour.” Now that Bruce Dickinson is back on vocals (returning from a fairly successful solo career), what we have here is an astounding concert preserving some of the best sounding live Maiden to date. However, that does not mean that there are no bumps in the road, but more on that later.

When I first heard the album Brave New World shortly after its release I’ll admit, I was not very impressed. It seemed kind of slow and I was really interested in hearing more heavy material at the time. Upon further exposure to the album at a later date, I began to see that Brave New World could, in some ways, be considered almost a part 2 in sound to Maiden’s great sounding and successful earlier record, Powerslave. A good way to think of Brave New World would be a cross between the Powerslave song “Rhyme of The Ancient Mariner” and the concept Maiden album Seventh Son of a Seventh Son. For me, a long time Maiden fan, they have never topped their 1985 Live After Death performance, CD/Video. For those who visit e-bay, the new Brazilian DVD release of Live After Death is available for cheap and plays on all U.S. DVD players, as does their release of Maiden’s great rock-u-mentary, 12 Wasted Years. I’ve heard live cuts from them since those old days, but the energy and quality always seemed to be lacking to me somehow. All that has now changed with the Rock and Rio DVD.

The Rock in Rio performance really is astounding and measures up to some of their best quality work. Has Bruce Dickinson’s voice changed? Hardly noticeable, if at all, in my opinion. There are so many trademark Maiden qualities in his unique voice that it’s hard to tell in some places if he does not prefer to do certain things or if his voice has just matured with more sustain at the expense of perhaps some minor high and low tones. Honestly though, he really does sound great. And he certainly is in shape, running around everywhere on stage just like in the 80’s. Now the short haircut he sports is something altogether different. Not that Bruce looks bad or anything, but plenty of people always thought that he had some of, if not the epitome of, the best Heavy Metal hair and look. That’s all gone for the moment, and so is the nice definition it always gave to his aggressive head movements and expressions on stage. But, his private life as a licensed airplane pilot probably has benefited I suppose. Everyone in the band looks good, and Steve Harris seems to have not changed at all.

Over all, the Maiden guys provide a fairly good selection of songs for their set, though I think they could have easily left off a song or two from the period without Bruce, and in their place have put a song or two from Maiden’s great sounding Somewhere in Time album. Nothing from that album even appears on the disc! That is certainly a grave disappointment, yet all of the performances here are spectacular (though Bruce was certainly over dramatic in his introduction of “The Evil That Men Do”).

As for some of the bumps in the road, interestingly enough, they all seem to revolve around guitarist and close personal friend of Steve Harris, Mr. Janick Gers. I, for one, don’t want to pick on the guy like some people do. He’s been in Maiden now for a Decade or so and seems like a nice enough guy, he does appear to be able to generally hold up his own musical end just fine. However, his flashy solo that appears on the disc (if it could even be called a solo) would be laughable if it were not for the fact that he was not trying to be humorous. Immediately after he finished, Bruce just looks straight into the camera close up and raises an eyebrow! Janick has a lot of flashy moves (some of which are genuinely cool looking, but more so than Maiden needs in my opinion) and seems a lot more suited for playing in a band where he is the only lead guitarist in the spot light. Here, in Maiden, he can become kind of a distraction at times. The only real major complaint I have about Janick is what Steve Harris did and/or allowed on the editing floor for this DVD. With six people now in Maiden, that means a lot less camera time can easily happen. Here, it is painfully obvious that Janick got a lot more time on camera than he needed, and guitarist Adrian Smith (who’s been in the band nearly forever) was obviously shorted. This does not seem to be the first time something like this has happened to him either. But, he’s a real trooper.

But it all seems to work out in the end. And, any genuine Maiden trooper would be very pleased with Rock in Rio.

The human genome is comprised of two sets of 23 chromosomes - 46 chromosomes in all. Each parent contributes a set. About 97 percent of the genome consists of sequences that don't code for proteins and have no known function. Within the rest of the genome are estimated 70,000 genes.

Introduction

A DNA molecule consists of a ladder, formed of sugars and phosphates, and four nucleotide bases: adenine (A), thymine (T), cytosine (C), and guanine (G). The genetic code is specified by the order of the nucleotide bases, and each gene possesses a unique sequence of base pairs. Scientists use these base sequences to locate the position of genes on chromosomes and to construct a map of the entire human genome.

The Human Genome Project (HGP) is an international research program designed to construct detailed genetic and physical maps of the human genome, to determine the complete nucleotide sequence of human DNA, to localize the estimated 50,000-100,000 genes within the human genome, and to perform similar analyses on the genomes of several other organisms used extensively in research laboratories as model systems. The scientific products of the HGP will comprise a resource of detailed information about the structure, organization and function of human DNA, information that constitutes the basic set of inherited "instructions" for the development and functioning of a human being. Successfully accomplishing these ambitious goals will demand the development of a variety of new technologies. It will also necessitate advanced means of making the information widely available to scientists, physicians, and others in order that the results may be rapidly used for the public good. Improved technology for biomedical research will thus be another important product of the HGP. From the inception of the HGP, it was clearly recognized that acquisition and use of such genetic knowledge would have momentous implications for both individuals and society and would pose a number of policy choices for public and professional deliberation. Analysis of the ethical, legal, and social implications of genetic knowledge, and the development of policy options for public consideration are therefore yet another major component of the human genome research effort.

The Human Genome project revealed that human beings have 30,000-40,000 genes. That number is much lower than expected.
For example, fruit fly has 13,300 genes, roundworm - 18,300 genes, mustard weed - 25,700 genes.

According to genetic analysis, though, more than 98% of human DNA is identical to chimpanzee DNA. In fact, chimpanzees are more closely related to humans than orangutans and gorillas. "Humans are simply odd looking apes," psychologist Roger Fouts of Central Washington University in Ellensburg, Washington, writes in his 1997 book, Next of Kin : My Conversations With Chimpanzees.

The speed of Morse code is measured in words per minute(WPM) or characters per minute, while fixed-length data forms oftelecommunication transmission are usually measured in baud or bps.

Originally created for Samuel F. B. Morse's (April 27, 1791 – April 2, 1872) electrictelegraph in the early 1840s, Morse code was also extensively used for early radiocommunication beginning in the 1890s. For the first half of the twentieth century, the majority of high-speed international communication was conducted in Morse code, using telegraph lines, undersea cables, and radio circuits. However, the variable length of the Morse characters made it hard to adapt to automated circuits, so for most electronic communication it has been replaced by machine readable formats, such as Baudot code and ASCII.

The most popular current use of Morse code is by amateur radio operators, although it is no longer a requirement for amateur licensing in many countries. In the professional field, pilots and air traffic controllers are usually familiar with Morse code and require a basic understanding. Navigational aids in the field of aviation, such as VORs and NDBs, constantly transmit their identity in Morse code. Morse code is designed to be read by humans without a decoding device, making it useful for sending automated digital data in voice channels. For emergency signaling, Morse code can be sent by way of improvised sources that can be easily "keyed" on and off, making Morse code one of the most versatile methods of telecommunication in existence.

Development and history

A typical "straight key." This U.S. model, known as the J-38, was manufactured in huge quantities during World War II, and remains in widespread use today. In a straight key, the signal is "on" when the knob is pressed, and "off" when it is released. Length and timing of the dots and dashes are entirely controlled by the operator.

Beginning in 1836, Samuel F. B. Morse and Alfred Vail developed an electric telegraph, which sent pulses of electrical current to control an electromagnet that was located at the receiving end of the telegraph wire. The technology available at the time made it impossible to print characters in a readable form, so the inventors had to devise an alternate means of communication. In 1837, William Cooke and Charles Wheatstonebegan operating electric telegraphs in England that also had electromagnets in the receivers; however, their systems used needle pointers that rotated to indicate the alphabetic characters being sent.

In contrast, Morse's and Vail's initial telegraph, which first went into operation in 1844, made indentations on a paper tape when an electrical current was transmitted. Morse's original telegraph receiver used a mechanical clockwork to move a paper tape. When an electrical current was received, an electromagnet engaged an armature that pushed a stylus onto the moving paper tape, making an indentation on the tape. When the current was interrupted, the electromagnet retracted the stylus, and that portion of the moving tape remained unmarked.

The Morse code was developed so that operators could translate the indentations marked on the paper tape into text messages. In his earliest code, Morse had planned to only transmit numerals, and use a dictionary to look up each word according to the number which had been sent. However, the code was soon expanded by Alfred Vail to include letters and special characters, so it could be used more generally. The shorter marks were called "dots", and the longer ones "dashes", and the letters most commonly used in the English language were assigned the shortest sequences.

In the original Morse telegraphs, the receiver's armature made a clicking noise as it moved into and out of position to mark the tape. Operators soon learned to translate the clicks directly into dots and dashes, making it unnecessary to use the paper tape. When Morse code was adapted to radio, the dots and dashes were sent as short and long pulses. It was later found that people become more proficient at receiving Morse code when it is taught as a language that is heard, instead of one read from a page.^[1] To reflect the sound of Morse code, practitioners began to vocalise a dot as "dit", and a dash as "dah".

Morse code was an integral part of international aviation. Commercial and military pilots were required to be familiar with it, both for use with early communications systems and identification of navigational beacons which transmitted continuous three letter ID's in Morse code. As late as the 1990s, aeronautical charts listed the three letter ID of each airport in Morse and sectional charts still show the Morse signals for Vortac and NDB used for in flight navigation.

The operation is a success so Archer as Troy goes to the prison where Pollux is being held and successfully gets him to tell him where the bomb is. Meanwhile, Troy who was believed to be comatose awakens and forces the doctor who operated on Archer to place Archer's face on him. He then goes to the prison as Archer and taunts Archer by telling him that he has destroyed all documentation of the operation and eliminated everyone who knew about it. He then takes his brother out and leaves Archer in prison. But Archer somehow manages to escape and is now trying to find someone who will believe and help him, while Troy is plotting something.

It's called Mindset!!
As my friend was passing the elephants, he suddenly stopped, confused by the fact that these huge creatures were being held by only a small rope tied to their front leg. No chains, no cages. It was obvious that the elephants could, at anytime, break away from the ropes they were tied to but for some reason, they did not. My friend saw a trainer nearby and asked why these beautiful, magnificent animals just stood there and made no attempt to get away.

"Well," he said, "when they are very young and much smaller we use the same size rope to tie them and, at that age, it's enough to hold them. As they grow up, they are conditioned to believe they cannot break away. They believe the rope can still hold them, so they never try to break free." My friend was amazed. These animals could at any time break free from their bonds but because they believed they couldn't, they were stuck right where they were.

Like the elephants, how many of us go through life hanging onto a belief that we cannot do something, simply because we failed at it once before? So make an attempt to grow further.... Why shouldn't we try it again?

What is Right to Information

What is RTI?

RTI stands for Right to Information. Right to Information is a part of fundamental rights under Article 19(1) of the Constitution. Article 19 (1) says that every citizen has freedom of speech and expression. As early as in 1976, the Supreme Court said in the case of Raj Narain vs State of UP, that people cannot speak or express themselves unless they know. Therefore, right to information is embedded in article 19. In the same case, Supreme Court further said that India is a democracy. People are the masters. Therefore, the masters have a right to know how the governments, meant to serve them, are functioning. Further, every citizen pays taxes. Even a beggar on the street pays tax (in the form of sales tax, excise duty etc) when he buys a piece of soap from the market. The citizens therefore, have a right to know how their money was being spent. These three principles were laid down by the Supreme Court while saying that RTI is a part of our fundamental rights.

If RTI is a fundamental right, then why do we need an Act to give us this right?

This is because if you went to any Government Department and told the officer there, “RTI is my fundamental right, and that I am the master of this country. Therefore, please show me all your files”, he would not do that. In all probability, he would throw you out of his room. Therefore, we need a machinery or a process through which we can exercise this fundamental right. Right to Information Act 2005, which became effective on 13^th October 2005, provides that machinery. Therefore, Right to Information Act does not give us any new right. It simply lays down the process on how to apply for information, where to apply, how much fees etc.

When did RTI Act come into force?

The Central Right to Information Act came into force on the 12th October, 2005. However, before that 9 state Governments had passed state Acts. These were J & K, Delhi, Rajasthan, Madhya Pradesh, Maharashtra, Karnataka, Tamil Nadu, Assam & Goa.

What rights are available under RTI Act 2005?

Right to Information Act 2005 empowers every citizen to

q Take copies of any government documents

q Inspect any government documents.

q Inspect any Government works

q Take samples of materials of any Government work.

Who is covered under RTI?

The Central RTI Act extends to the whole of India except the State of Jammu and Kashmir. All bodies, which are constituted under the Constitution or under any law or under any Government notification or all bodies, including NGOs, which are owned, controlled or substantially financed by the Government are covered.

What is “substantially financed”?

This is neither defined under RTI Act nor under any other Act. So, this issue will evolve with time, maybe through some court orders etc.

Are Private bodies covered under the RTI Act?

All private bodies, which are owned, controlled or substantially financed by the Government are directly covered. Others are indirectly covered. That is, if a government department can access information from any private body under any other Act, the same can be accessed by the citizen under the RTI Act through that government department.

Isn’t Official Secrets Act 1923 an obstacle to the implementation of RTI Act?

No. Sec 22 of the RTI Act 2005 clearly says that RTI Act would over ride all existing Acts including Officials Secrets Act.

Can the PIO refuse to give me information?

A PIO can refuse information on 11 subjects that are listed in section 8 of the RTI Act. These include information received in confidence from foreign governments, information prejudicial to security, strategic, scientific or economic interests of the country, breach of privilege of legislatures, etc.

There is a list of 18 agencies given in second schedule of the Act to which RTI Act does not apply. However, they also have to give information if it relates to matters pertaining to allegations of corruption or human rights violations.

Does the Act provide for partial disclosure?

Yes. Under Section 10 of the RTI Act, access may be provided to that part of the record which does not contain information which is exempt from disclosure under this Act.

Can access be denied to file notings?

No. File notings are an integral part of the government file and are subject to disclosure under the Act. This has been clarified by the Central Information Commission in one of its orders on 31^st Jan 2006.

How to use Right to Information

How do I locate the full Act?

The full Act in Hindi and English is available on the website of Department of Personnel and Training http://www.persmin.nic.in/. It is also available on this website.

Who will give me information?

One or more existing officers in every Government Department have been designated as Public Information Officers (PIO). These PIOs act like nodal officers. You have to file your applications with them. They are responsible for collecting information sought by you from various wings of that Department and providing that information to you. In addition, several officers have been appointed as Assistant Public Information Officers (APIOs). Their job is only to accept applications from the public and forward it to the right PIO.

Where do I submit application?

You can do that with the PIO or with APIO. In the case of all Central Government Departments, 629 post offices have been designated as APIOs. This means that you can go to any of these post offices and submit your fee and application at the RTI counter in these post offices. They will issue you a receipt and acknowledgement and it is the responsibility of that post office to deliver it to the right PIO. Is there any fee? How do I deposit that?

Yes, there is an application fee. For Central Government Departments, it is Rs 10. However, different states have prescribed different fee. For details see rules framed by the states on this website. For getting information, you have to pay Rs 2 per page of information provided for Central Government Departments. It is different for different states. Similarly, there is a fee for inspection of documents. There is no fee for first hour of inspection, but after that, you have to pay Rs. 5 for every subsequent hour or fraction thereof. This is according to Central Rules. For each state, see respective state rules. You can deposit fee wither in cash or through a DD or bankers cheque or postal order drawn in favor of that public authority. In some states, you can buy court fee stamps and affix it on your application. This would be treated as if you have deposited the fee. You can then deposit your application either by post or by hand.

What should I do if the PIO or the concerned Department does not accept my application?

You can send it by post. You should also make a formal complaint to the respective Information Commission under section 18. The Information Commissioner has the power to impose a penalty of Rs 25000 on the concerned officer who refused to accept your application.

Is there an application form for seeking information?

For Central Government Departments, there is no form. You should apply on a plain sheet of paper like an ordinary application. However, many states and some ministries and departments have prescribed formats. You should apply in these formats. Please read rules of respective states to know

How can I apply for information?

Draft your application on a normal sheet of paper and submit it by post or in person to the Public Information Officer (PIO). [Remember to keep a copy of the application for your personal reference]

How can I deposit my application fee?

Every state has a different mode of payment for application fee. Generally, you can deposit your application fee via:

In person by paying cash [remember to take your receipt]

Money orders (only in some states)
Affixing Court fee Stamp (only in some states)
Banker’s cheque
Some state governments have prescribed some head of account. You are required to deposit fee in that account. For that, you can either go to any branch of SBI and despoist cash in that account and attach deposit receipt with your RTI application. Or you can also send a postal order or a DD drawn in favour of that account alongwith your RTI application.

Can I submit my application only with the PIO?

No, in case the PIO is not available you can submit your application with the Assistant PIO or any other officer designated to accept the RTI applications.

Where can I locate the concerned PIO?

A list of PIOs/APIOs and Appellate Authorities for all Central and State departments/Ministries is available online at http://www.rti.gov.in/

What if I can not locate my PIO or APIO?

In case you have problems locating your PIO/APIO you can address your RTI application to the PIO C/o Head of Department and send it to the concerned public authority with the requisite application fee. The Head of Department will have to forward your application to the concerned PIO.

Do I have to personally go to deposit my application?

Depending on your state rules for mode of payment you can deposit your application for information from the concerned departments of your state government via post by attaching a DD, Money Order, Postal Order or affixing Court fee Stamp

For all Central government departments the Department of Posts has designated 629 postal offices at the national level. The designated officers in these post offices work as Assistant PIOs and collect the application to forward to the concerned PIO. A list is available on http://www.indiapost.gov.in/rticontents.html

Is there a time limit to receiving information?

Yes. If you file your application with the PIO, you must receive information within 30 days.

In case you have filed your application with Assistant PIO then information has to be made available within 35 days.

In case the matter to which the information pertains affects the life and liberty of an individual, information has to be made available in 48 hours.

Do I have to give reasons why I want a particular information?

Absolutely not! You are not required to give any reasons or additional information other than your contact details (i.e., Name, Address, and Phone No.). Sec 6(2) clearly says that no information other than contact details of the applicant shall be asked.

Can the PIO refuse to accept my RTI application?

No. The PIO can not refuse to accept your application for information under any circumstances. Even if the information does not pertain to his/her department/jurisdiction, s/he has to accept it. If the application does not pertain to that PIO, he would have to transfer it to the right PIO within 5 days under sec 6(2).

Why is it that RTI works when no other law has worked

There have been many good laws in this country but none of those laws worked. Why do you think this law would work?

This law is already working. This is because for the first time in the history of independent India, there is a law which casts a direct accountability on the officer for non-performance. If concerned officer does not provide information in time, a penalty of Rs 250 per day of delay can be imposed by the Information Commissioner. If the information provided is false, a penalty of a maximum of Rs 25000 can be imposed. A penalty can also be imposed for providing incomplete or for rejecting your application for malafide reasons. This fine is deducted from the officer’s personal salary.

Has any penalty been imposed so far?

Yes, some officers have been penalized by the Central as well as State Information Commissioners.

Does the Applicant get the amount fined to the PIO?

No. The amount fined is deposited in the government treasury. However, under sec 19, the applicant can seek compensation.

What should I do if I do not receive satisfactory information

What can I do if I do not receive information?

If you do not receive information or are dissatisfied with the information received, you can file an appeal with the first appellate authority under section 19 (1) of the right to Information Act.

Who is a First Appellate authority?

Every public authority must designate a First Appellate Authority. This officer designated is the officer senior in rank to your PIO.

Is there a form for the first appeal?

No there is no form for filing a first appeal (but some state governments have prescribed a form). Draft your appeal application on a blank sheet of paper addressed to the First Appellate Authority. Remember to attach a copy of your original application and a copy of the reply in whatever form (if received) from the PIO.

Do I have to pay a fee for the first appeal?

No. You are not required to pay any fee for the first appeal. However, some state governments have prescribed a fee.

In how many days can I file my first appeal?

You can file your first appeal within 30 days of receipt of information or within 60 days of filing RTI application (if no information received).

What if I do not receive the information after the first appeal process?

If you do not receive information even after the first appeal then you can take the matter forward to the second appeal stage.

What is a second appeal?

A second appeal is the last option under the RTI Act to get the information requested. You can file second appeal with the Information Commission. For appeals against Central Government Departments, you have Central Information Commission (CIC). For every state Government, there is a State Information Commission.

Is there a form for the second appeal?

No there is no form for filing a second appeal (but some state governments have prescribed a form for second appeal too). Draft your appeal application on a normal sheet of paper addressed to the Central or State Information Commission. Carefully read the appeal rules before drafting your second appeal. Your second appeal application can be rejected if it does not comply with the appeal rules.

Do I have to pay a fee for the second appeal?

No. You are not required to pay any fee for the second appeal. However, some states have prescribed a fee for that.

In how many days can I file my second appeal?

You can file your second appeal within 90 days of disposal of first appeal or within 90 days of the date, by when first appeal was to be decided.

How does this law help me in getting my work done

How does this law work so effectively for pending works i.e. why is it that the government officials end up doing your work which they were not doing earlier?

Let us take the case of Nannu. He was not being given his ration card. But when he applied under RTI, he was given a card within a week. What did Nannu ask? He asked the following questions:

I filed an application for a duplicate ration card on 27^th January 2004. Please tell me the daily progress made on my application so far. i.e. when did my application reach which officer, for how long did it stay with that officer and what did he/she do during that period?
According to the rules, my card should have been made in 10 days. However, it is more than three months now. Please give the names and designations of the officials who were supposed to take action on my application and who have not done so?
What action would be taken against these officials for not doing their work and for causing harassment to the public? By when would that action be taken?
By when would I get my card now?

In normal circumstances, such an application would be thrown in a dustbin. But this law says that the Government has to reply in 30 days. If they don’t do that, their salary could be deducted. Now, it is not easy to answer these questions.

The first question is – please provide the daily progress made on my application.

There is no progress made. But the government officials cannot write in these many words that they have not acted for so many months. Else that would be admission of guilt on paper.

The next question is – please provide the names and designations of the officers who were supposed to take action on my application and who had not done so

If the government provides names and designations of the officials, their responsibility gets fixed. Any officer is most scared of fixing of responsibility against him in this manner. So, the moment one files such an application, his/her pending work is done.

What should I do after getting information?

There cannot be one answer for that. It depends on why you asked for that information and what type of information is it. Often a lot of things start falling in place just by asking for information. For instance, you would get your passport or a ration card just by your asking for the status of your application. In many cases, roads got repaired as soon as the money spent on its repairs in the last few repairs was asked. So, seeking information and questioning the government is an important step, which in itself is complete in many cases.

But suppose you expose some corruption or wrongdoing using RTI. Then, you can complain to vigilance agencies, CBI or even file an FIR. But it is seen that the Government does not take any action against the guilty even after repeated complaints. Though one can keep up the pressure on vigilance agencies by seeking to know the status of complaints under RTI, however, the wrongdoings can also be exposed through media. However, experience has not been very encouraging at getting guilty punished. But one thing is certain. Seeking information like this and exposing wrongdoings does improve the future. The officials get a clear message that the people of that area have become alert and any wrongdoings in future would not remain hidden as they were in the past. So, their risks of getting caught increase.

Won’t I be victimized if I used RTI

Have people been victimized who used RTI and exposed corruption?

Yes, there have been some instances where people were physically harmed when they sought information which exposed large scale corruption. But this does not mean that ever applicant faces such a threat. Filing application to seek status of your grievance or for knowing other similar routine matters does not invite any retaliation. It is only when information is likely to expose bureaucratic-contractor nexus or any kind of mafia that there could be a possibility of retaliation.

Then why should I use RTI?

The entire system has become so rotten that if all of us individually and together do not do our bit, it will never improve. If we don’t do it, who will? Therefore, we have to act. But we should do that with a strategy and minimize risks. And with experience, there are some safeguards and strategies available.

What are these strategies?

Please go ahead and file RTI application for any issue in the first instance. Normally, anyone would not attack you immediately. They would first try to cajole you or win you over. So, the moment you file any inconvenient application, someone would approach you very politely to request you to withdraw that application. You should gauge the seriousness or the potential of the person approaching you. If you consider it to be serious enough, ask 15 of your friends to immediately apply to the same public authority asking for same information. It would be better if these 15 friends were from different part of India. Now, it would be most difficult for anyone to target all of your 15 friends all across the country. And if they threaten anyone from amongst the 15, let more people file similar applications. Your friends from other parts of India can file their applications by post. Try and give it wide media publicity. This will ensure that you will get the requisite information, and you would have sufficiently minimized risks.

Bureaucracy’s fears

Can’t people blackmail government servants by obtaining information?

Let us ask ourselves – what does RTI do? It just brings truth in public domain. It does not create any information. It just removes curtains and brings truth in public domain. Is that bad? When can it be misused? Only if an officer has done something wrong and if that information comes out in public. Is it bad that wrongdoings within the Government should become public and be exposed rather than keeping it under wraps. Yes, once such information is obtained by someone, he could go and blackmail that officer. But why do we wish to protect wrong officers. If any officer is blackmailed, he/she has options available under Indian Penal Code to go register an FIR against a blackmailer. Let that officer do that. However, we can even avoid the possibility of any individual officer from being blackmailed by any individual complainant by putting all information, sought by any applicant, on the website. An applicant is able to blackmail an officer only when that applicant is the only person who obtained that information and threatens to make that public. But if all information sought by him were to be put on website, the possibility of blackmail would be substantially reduced.

Won’t Government get flooded with RTI applications and won’t it jam government machinery?

These fears are hypothetical. There are more than 65 countries in the world, which have RTI laws. There are nine states in India, who had RTI laws, before this law was passed by the Parliament. None of these Governments were flooded with applications. Such fear emanates from an assumption that the people do not have anything to do and are totally free. Filing an RTI application and pursuing it takes time, energies and resources. Unless a person really wants any information, he/she does not file it.

Let us consider some statistics. In Delhi, 14000 applications have been filed in 120 departments in more than 60 months. This means less than 2 applications per Department per month. Can we say that Delhi Government got flooded with RTI applications? In sharp contrast, US Government received 3.2 million applications under their RTI Act during 2003-04. This is despite the fact that unlike India, most of the Government information is already available on the net and there should be much less need for the people to file applications. But US Government is not contemplating scrapping the RTI Ac. On the contrary they are setting aside more and more resources to implement it. During the same year, they spent $ 32 million to implement it.

Won’t it require huge amount of resources to implement RTI Act?

Any amount of resources required to implement RTI Act would be well spent. Most countries like the US have realized it and are already spending huge resources to make their governments transparent. Firstly, all the cost spent on RTI gets more than recovered the same year by the amounts of money that the Government saves due to reduction in corruption and malpractices. For instance, there is strong evidence to show how leakages in drought relief program in Rajasthan and Public Distribution System in Delhi substantially reduced due to extensive use of RTI.

Secondly, RTI is very essential for democracy. It is a part of our fundamental right. For people to participate in governance, the pre-requisite is that they first know what is going on. So, just the way we treat all expenses made on the running of our Parliament as essential, we have to treat all expenses made in the implementation of RTI as essential.

But often people file applications to settle personal scores etc?

As written above, RTI simply brings truth in public domain. It does not create information. Any attempt at hiding truth or putting a cover over it is not in the best interests of society. Rather than serving any useful purpose, any attempt at promoting secrecy would only increase the scope for corruption and wrongdoing. Therefore, our entire efforts should be to make governance completely transparent. However, if anyone blackmails someone subsequently, there are ample provisions under law to address that. Secondly, there are sufficient safeguards under sec 8 of RTI Act. It states that any information, which relates to private affairs of any individual and has no public interest would not be disclosed. Therefore, the existing laws have sufficient provisions available to address genuine concerns of the people.

How to avoid people from filing frivolous applications?

THERE IS NO FRIVOLOUS APPLICATION. What is frivolous? My pending water connection could be the most critical issue for me, but it could be treated as frivolous by a bureaucrat. Some vested interests within the bureaucracy have raised this bogey of frivolous applications. Right now, RTI Act does not permit any application to be rejected on the ground that it was frivolous. But some section of bureaucracy want the PIO to be empowered to reject any application if he feels that it was frivolous. If that happens, every PIO will declare every other application to be frivolous and reject it. It would mean a death knell to RTI.

File notings should not be made public as that would prevent honest officers from rendering honest advice?

This is wrong. On the contrary, every officer would now know that whatever he writes on the file would be subject to public scrutiny. This would force him to write things which are in best public interest. Some honest bureaucrats have admitted in private that RTI has helped them immensely in warding off political and other undue influences. Now, the officers simply say that if they did the wrong thing, they might get exposed if someone asked for that information. Therefore, officers have started insisting that the seniors gave directions in writing. The Government is learnt to be contemplating removing file notings from the purview of RTI Act. For the above reasons, it is absolutely essential that file notings should be allowed to be covered under RTI Act.

Civil servant has to make decisions under many pressures and the public will not understand this?

As discussed above, on the contrary, possibility of exposures to illegitimate pressures would reduce.

Government records are not in proper shape. How could RTI be implemented?

RTI would force the system to start maintaining records properly now. Else the officials would face a penalty under the Act

Applications seeking voluminous information should be rejected?

If I seek for some information, which runs into a lakh of pages, I would do that only if I need it because I will have to pay Rs 2 lakhs for that.This is an automatic deterrent. If application were rejected only on this account, the applicant could break his application and file 1000 applications seeking 100 pages through each application, which would not benefit anyone. Therefore, applications should not be rejected only on this pretext.

People should be allowed to seek information only about themselves. They should not be allowed to ask questions about other spheres of governance, totally unrelated to the.

Sec 6(2) of RTI Act clearly says an applicant cannot be questioned why he/she were asking for any information. In any case, RTI flows from the fact that people pay taxes, This money belongs to them and therefore, they have a right to know how their money were being spent and how they were being governed. So, people have a right to know everything about every sphere of governance. They may or may not be directly related to the matter. So, even a person living in Delhi can ask for any information from say, Tamil Nadu.
